Ghost not able to phase tigra and sasquatch debuff

So I remember when this new debuff was introduced ghost was not able to shrug it off. Now it seems she can but she doesn't get the fury from it. I saw that while autoing EQ master 3.2 tigra path.
I'm not familiar with the updates on this subject. Is it intended?
