Variant 4 Chapter 1 quest 2 Deadpool X-force boss should not use special attacks.

It states that he has a -100% chance to launch a special attack, I’m not sure if there’s any circumstance which he could launch a special attack.

But wouldn’t it need to reach more than 6 stacks of furies? I say this because when used his specials, I had two furies which would have increased the chance of him using his specials to -70%, which is still negative.
Why I’m trying to get at is, is Deadpool supposed to launch specials above -100% or above 0% (which i need 6+ furies to do so)?

-100% sets it to 0. 2 furies is plus 30%, setting it to 30% chance.
