Punisher 2099 questions

I just realized this but can’t punisher 2099 stun lock the opponent with his heavies? So he can do very well in a ton of content beside stub immune content. I’ve only used him in arena so I don’t know how his abilities work... can someone explain? Thank you!

You need enough battery to get the stun. Without the battery he can't stun lock
