Cant send incursion invite to a friend

We had a miscommunication and my friend declined my invitation so he can send it.
Now there is an X blocking us for selecting each other. We hoped it will return to normal. t has been 30 minutes and it is still blocked. Anyone knows whether its a bug or does it take longer?
