No vigilance for Prof X against Stryfe

I’ve fought Stryfe in the new EQ with a few characters and noticed that when Prof X gets to 25 channeling charges, he doesn’t gain the vigilance passive. And if he waits around until the falter debuff is applied on him, he will miss, even at 25+ charges.
I read Stryfe’s abilities and didn’t see anything about negating vigilance effects, only that his own invisibility cloak wouldn’t activate against psychics and it didn’t activate when I used Prof X). That’s a totally different mechanic though.
Human Torch worked great against Stryfe and shut down all of his misses. Has anyone else used someone with vigilance that isn’t psychic and found it to work? Am I missing something about Stryfe?
