Does white magneto's pre-fight ability not work correctly at the moment?

Why can't white magneto's pre-fight ability stun an opponent with stun immunity? After all, with his pre-fight ability, characters with the tag "metal" and "hero" instead of debuff put passive stun. For example, the human torch pre-fight ability allows him to put passive incinerates instead of debuffs, and he can incinerate opponents who are immune to incinerate, so why does the pre-fight ability of white magneto not allow characters with the tag "metal" and "hero" to stun opponents with immunity to stun?

    Because Torch's Nova Flames are not Passive Incinerates. They count as Incinerates for HT's Abilities (such as the Regen Rate Reduction), but they are not Incinerates.

    Passive Stuns, however, are Stuns, therefore if a Defender is Immune to Stun, then they are Immune to Passive Stuns as well.
