Human torch incinerate not working early in fights for medium and lights

Been noticing human torch is showing incinerate debuff wording on opponents but the damage is not ticking off on them. Doesn’t start ticking until later in fight or I do a heavy attack. Seems like a heavy jump starts the damage but not till then or a random medium/ light attack later in fight.

    Screenshots videos and or information on who you are fighting helps. If it is Mephisto or Silver surfer, they have soft immunity to incinerate and would explain what’s going on.

    Probably suicides. Bleed debuffs reduce incinerate duration
