Hey guys what does it mean when the Rank up says limit not affected by Summoner"s Sigil? And why is the rank up limited to only 2015 champs and not the new champs? Can someone explain that to me?

The summoner's sigil (the one you can pay $10/month for) can increase the inventory limit on some of your items. But there's certain items like rankup gems, where this limit increase doesn't apply.
