Cap IW perfect block bug?

I've been using Cap IW, both a duped version and an unduped version, and neither of them are
perfect blocking on their parries? Is this a bug or something, because he was fine 1 or 2 months ago. Did he get shadow nerfed?

    No. Don't assume there was any nerf.
    He has high block proficiency, and that's it. He has no ability to reduce all damage to 0, or to not tame damage if he well-times block an attack

    Probably has to do with Masteries or outside sources of BPR.

    Cap doesn't have perfect block in his kit. He has a chance to glance attacks and blocks while he is kinetically charged (100% against mystics, 30% against the other classes). He also has high block proficiency but no perfect block.

    It's the other 2 Caps that have perfect block abilities.
