Mephisto persistent charges

Maybe I'm not understanding exactly how this works but I thought his charges stay match to match. I played an event last night, halfway through and have 6 charges. Wake up this morning and hes back to 3. So I get 6 charges then go to place in AW and again hes back down to 3?

So not sure how this carries on fight over fight....

    I can now confirm my Mephisto is not gaining charges after killing an opponent ive killed 3 with him and still at 3.

    He's working just fine for me. He only gains charges in a map. If you use his special 1 he uses one. He doesn't gain souls in arena then carry over into alliance war.
