Scalability of Cable's Degen

In Cable's description, his degen scales inverse with the opponents power.

1) Does anyone know what the floor of his degen is? (ceiling being 400% of attack)
2) Does anyone know at what rate it scales? i.e. 200% with one bar 300% with 2 bars etc
3) With "inverse" does that mean it gets weaker or stronger the more power the opponent has?

    If your opponent has two bars of power or more, it doesn't do much.

    I know it does 0 damage if cables opponent has 3 bars of power

    Base damage you can just find out from looking at the degen damage compared to his attack, the scaling with power is linear and goes to 0 when they have 3 bars

    What really needs to concern people with Cable is why the fu** he prox
    so low on Regen and Power Gain..
    more chances to pull Ghost than to expect him to regen...
