Sym Supreme Stagger/Unstoppable Problem

I was in war using symbiote supreme against Hyperion in lane 5 of phase 2 (defender gets an unstoppable buff every 10 seconds).
I had placed 4 staggers on Hyperion. Two buffs were nullified, then the timer for the unstoppable buff from the node activated. It was also nullified from my stagger. But it also activated unstoppable on the defender, which allowed my combo to be interrupted, and I promptly died. The word “UNSTOPPABLE” appeared over Hyperion in between the second and third staggers.
I thought if something was staggered then the buff didn’t take effect but it appears as if some buffs do take effect for a short time even with staggers active on that champion. Is this working as intended? A bug? Or just my usual god awful luck?

Fate seal will stop the buff from activating.
