Resonate mastery is bugged at AQ MAP 7

At aq map 7, when i apply weakness debuff to the opponent through mastery i should make normal damage the whole time that the opponent has the debuff. Instead i deal damage only at the 50-65% percent of duration. Is anyone else experience that issue too? If it needs i can send video.
