Rank up gems

Is anyone else having a problem with rank up gems. I've got 2 generic 2 to 3 gems in overflow but it won't let me use them instead of my class ones. The ability to use genetics doesn't even show on the rank up screen. I really need to get rid of them soon. It's this a normal issue or something which is bugged
