Nexus PHC Issue

I opened a nexus premium hero crustal and my options were 4* Darkhawk and two 2* champion. I selected Darkhawk and noticed he only went up 8 sig levels. On the next screen it shows I had received a 3* Darkhawk.

Had this happened to anyone else?

    The nexus PHC didn't even matter for most of the players as it gave only 2 star ones to almost all.
