Weak In The Knees Buff Broken

Isn't the "Weak In The Knees" buff from Cavalier difficulty supposed to disappear when the opponent has a non damaging debuff on them? Because it isn't.

Did we ever get an answer to this? I seem to be having the same issue this month (but didn't last month).
