Quake not evading nick fury without tactical charges

Anyone know why quake is getting clipped by nick in the attached gif? It’s in alliance war. Is it a bug?

@Voltolos I don't think Assasin should effect Quake's evasion cause her Concussion 100% AAR reduces Assasin's AAR for the best of my knowledge. If it worked that way, quake would not be used by players (including me) in wars. I genuinely think it's a glitch, cause her concussion was up when fury was coming forward.
