Doom gains power when buffs expire?

I can’t find anything on his base is there a mastery I don’t know about I was doing fine I threw out an sp2 and when his armor up buffs started to end for all 6-7 I had gotten from the sp2 ending at once he went from sp1 directly to sp3 any info so I can avoid this mechanic next time I fight him

Isn’t that only supposed to proc when it’s nullified not just expired?

Only nullify or expire. E.g. War Machine's sig won't give you power when hitting him
