Masacre sp2 glancing against Cap America IW

in Bugs and Known Issues
As per Masacre ability, I should use his sp2 only when he is blocked to get high damage. But when fought against Cap America IW, his blocked sp2 is glanced. Is this bug or what? Please clarify

    But masacre has block penetration when ignited as well as during the process of building ignition charges?

    Block penetration doesn't stop glancing. Nothing does.
