Human torch temperature decrease issue?

HT temperature ability description says when you get to max of 20 after 6.5 seconds it reduces to 18 and then will continue to fall. Every time I use my HT and charge him to 20 temperature once the timer is done he immediately drops to 17 temperature, not 18. Has anyone else experienced this?

Yea I've noticed this too, very weird but doesn't effect the game that much, just charge the heavy for 1 more second and good, but yea it's weird for sure.
