    I am a huge angela fan, but overall she is only about the 5th or 6th best cosmic (I flip flop between her and venom for #5) and she needs high sig. Cgr is definitely a top 3 cosmic (There are arguments for him, Hyperion, and corvus and by my pfp I think you can tell what side I am on) and only needs 1 sig level to get its best benefits. So Cgr is the clear choice.
