Blocking doesn't like to happen at the beginning of fights and when champs are dashing forward

I have experienced this many times and it has screwed me over because if block doesn't work then you can't parry. I'm using an Andriod device to be more specific a LG stylo 2 and I have experienced this in almost all game modes.
