Side quest Vulture incinerate node issue?

The description for the node on vulture boss says there is a chance for hits to inflict a 0.50 damage incinerate over 10 seconds. In every difficulty I have played when I get hit with that effect it deals I think 40-60 something damage each time it ticks. It isn't the incinerate that is part of vulture's personal kit, it is the node specific effect. The damage isn't a big amount I know but still, should it be causing this amount of damage or should it be the actual listed .5 damage spread over 10 seconds?
