Over data usage through update

This is the second time this is happening , shows a message saying 0.2mb update and it takes forever first it is 15mb then 175mb then 239mb and it is not stopping

I have been sitting on this for 3 hours.. I don't know if this is supposed to be like this...
I live in a place with low internet coverage and the daily data limit is 1GB..
