Are New Arenas Just Bot Fodder?

Posting this here since it isn't an "experience" playing arena. With the units more spread out and milestones so high for even the 3 or 4 star champ, and less arenas to spend the between, it seems like people will have to choose more basic or featured arena for milestones if they aren't going for the champ. Seems like this makes these more affected by bots than previously. If we can do it for Legends runs, why can't we ban VPN from arena rank rewards?
