Shang Chi slow debuff not working vs nightcrawler

So just fought NC in 6.3 and he evaded after slow debuff was active, it did work well against miles and previous champs but not against him, evade was triggered and he stunt me. Is this a bug?

You can’t place a slow debuff if you have class disadvantage
