Summoner Appreciation Calendar will likely have them and August is the mutant month. No one can tell for sure though.

They just throw them in. April is usually a good time, and then sometimes they pick a later month in the year (like when the released Platinumpool last year or whenever that was). The main thing is that you just won’t know until they drop.
