Jabari Panther not gaining Huntress Charges with 7.2.4 Head Rush

Working my way through 7.2, I just did the 7.2.4 Head Rush path. I was using Jabari Panther against Nightcrawler to get the class disadvantage Superiority. When he purified enough debuffs that the passive stun from Head Rush triggered, I attacked into him but did not gain a Huntress charge as I should've per her abilities. This happened multiple times through the fight. I was able to gain charges on the occasions that he didn't shrug a parry stun and I was able to hit into him.
