AW Boost can't be bought

I don't know if this has been discussed or not but I certainly can't find any tag about it (or maybe I need to try harder to find it).
To sum it all, why certain AW Boost can't be bought just like in the pic above? I haven't bought it yet but I can't buy it. It's weird.

    Which one? The 30% boost or the new boosts that can be bought with loyalty?
