Doc Ock interaction with EQ

Why does Doc Ock not gain the fury passives with this EQ node?
He applies a power lock, so surely he should benefit from the node?!

This happened to anyone else?

If he is awakened, the power lock gets replaced with another effect.

That's annoying.. it's still labeled as a power lock in his description, but I suppose that makes sense!
He's siphoning some of the power back
