Apocalypse preventing Ultron to evade

So I was duelling Apocalypse with my 5 star Ultron. Ultron evade icon was green, so he should be able to evade. But an icon evade failed appeared after sometime and after that Ultron could never evade any of Apocalypse attacks. What's going on?

Apocalypse doesn't inflict slow on opponent and reduces chances for 'evade', it doesn't affect overall ability accuracy so its working as intended
