Is Void’s slow debuff bugged?

When void applies a slow debuff, it doesn’t seem to work the same way someone like Spidergwen’s slow would. Is Void’s slow bugged? Does fear of the void correct this? I don’t think I could beat the summer of pain rogue because of this
