Summoner level ups

I know that leveling up grants some pretty cool stuff to each summoner, such as more mastery points and more energy, but what if, after a certain amount of levels (say 30) , the champions under the control of the sommoner begin to feed off of the power of that sommoner granting the champ say a 1 percent or so increase for each level above 30 of health and attack.

    Maybe it can be refined a bit. Summoner currently get 1 mastery point to be applied which gives similar (not same) attack, defense or utility benefit.
