Simple enough, you can increase or decrease anything in the game by 10%. And I do mean literally, anything.
How do you cause the most chaos?

I'll go first:
1) Decrease the chance that Quake evades while the opponent suffers concussion by 10%
2) Increase the duration of DDHK's sp1 by 10% (would be a nightmare on Brute Force)
3) Increase Cable's heavy reach by 10%
4) Increase the chance of pulling a 3* from a cav/grandmaster crystal by 10%

Honorable mention:
Increase the chance of me getting a good 6* by 10% (please)

    All defenders in all game modes have a 10% chance to randomly go unblockable and unstoppable at any time.

    Maybe a smaller one, but gwenpool and I-Hulk chance to stun on basic attacks increased by a flat ten percent would be crazy.

    You’d have a 13% chance per bleed with Gwenpool to stun

    And 15% per hit with I hulk when above 25% gamma

    10% chance after each fight to get discarded and have to redo the fight again from scratch.. AW/AQ included

    Upon reaching the final boss in any quest, 10% chance to get teleported back to initial node with all fights back.

    10% chance to autobuy pop-up offers.

    Well the word Chaos in the title gave me an idea, I decided to look up scarlet witch on auntm.ai and found that at sig 200 og scarlet witch has basically 90% chance to activate chaos magic on a crit. So increase that bad boi by 10 and now as long as you crit you should be getting that sweet chaos magic (unless you get 0 buffs/debuffs which is dumb that it could happen)
