I can take 6* capiw to sig 200 but also
go 6* human torch......who should i take rank 3? P.s. i already got 5/65 capiw sig 200 and duped sig 20 human torch...!! Shall i wait for others but these are top science candidate who definitely deserve rank 3 above all....p.s. already thronebreaker

Most of Caps damage comes through hitting enemies, and outside of his bleed on SP1, has no way of maintaining damage on an enemy at all times.
HT has his incinerates and nova flames, which would get stronger by ranking up, but he can sustain damage through his debuffs even if you're not hitting an enemy for a while (say having to bait a special or wait out a particular timer)
In this case I would say Cap benefits more from the higher rank so he can do more damage whilst hitting the opponent and bring things to a close faster. Torch can sustain his damage pretty reliably once he's got incinerates and nova flames going.
