Premium Level Rewards Crystals

Hi! I have a question about one of the offers. It's cslled 'Premium Level Awards' and it costs $9.99. The offer gives out crystals as the player levels up. However, I'm already level 42. If I bought this offer, would I be given the crystals for the levels I've already passed?

    Also, I'm needing Tier 4 basic catalysts but I don't have enough credits to buy them from the store or Black ISO market. Is there a less difficult or expensive way to get them? I can't rank up without the resources.
