Cable's degen on bleed non-robotic champs is not working 100%

I fought a Moon Knight in the mystic tier 2 catalyst daily event and he made Cable bleed but didn't get degen. He did this on two occasions in the same fight. The description says cable has a 100% chance to trigger his heavy attack degen on opponents when caused to bleed. Robots are the exception to this rule and Moon Knight is no robot. Please look into this.
