Aarkus sp3 not armor shattering

I was playing this months CQ and well I used my 6* Aarkus on the ultron boss and every attempt I played when using a sp3 on him no matter the amount of armor break debuff on him he wouldn’t armor shatter had to use a sp2 to activate the effect. Is this a new issue anyone has noticed or is there something with the nodes I’m missing which prevent that from activating on the sp3 but sp2 is okay?

    His sp3 doesn't apply armor shattered.... Only sp2 does.
