What should I do with my Mutant Roster?

As of now, my mutant roster has by far been my best, so as an experiment I am only going to focus on upgrading mutants until I'm blessed with some gamebreakinig champs elsewhere.
My initial plan is to rank 5 Magneto next, then Rank 4 Professor X, Domino, and Emma Frost. Then Rank 3 all of the apocalypse horsemen (gambit, both storms, psylocke). Then eventually rank 4 Sunspot and Amor. I would likely only rank 5 Professor X if I awakened him and only rank 5 Domino if I rolled a 5 or 6 star Red Hulk and Massacre.
I'm not sure, however, if I should rank 2 Cable or Havok. Cable has been a beast for me, but he is a little limited in his play style. Havok is intriguing and I've heard some like him as a Horseman, but I'm still learning the ropes with him.
