Hood possible glitch?

I am unsure if this is intentional but today while completing Act 6.1.6 and testing Hood in RoL (btw just got cav) I was using Hood for the Vigorous Assault Path, when using the Sp2, the Fate Seal was refreshing as Hood was inflicting his Hexes. I didn't where this was when looking into his abilities, all it said was that his Hexes refresh other Hexes. But also lets keep this effect because this makes him useful.

    They should not fix it, it helped so much and took him from insane utility to madness utility
