Ultron sp2 nerfed or bug

I recently just saw the ultron sp2 doesn't work as intended, or at least as it was described. I'm pretty sure that this worked fine before August update.
After his sp2 function cauterize last for an adition 10 sec. But now it doesn't. Even in the info the line was removed. Is this a bug or a silent nerf. As u can see from official hero spotlight and the champion description is a difference.

    thank you for pointing this out! I thought something was off. I just used Ultron to explore villain variant 3.1 against DD HK and his sp2 attack bonus did feel short...

    EDIT: actually now that I think back on the fight, maybe I did get the attack bonus but it felt short b/c DD HK's sp1 takes so long. I can't test it right now, but i'd be very interested to see if someone can reproduce/record the potential bug.
