Luke Cage Exhaustion bug?

was fighting the sigil quest Goldpool with Luke Cage, thinking his Exhaustion debuffs would counter the power gain Goldpool gets, but even at 8 exhaustion debuffs, that didn't effect the power gain Goldpool got.
Am I missing something here?
I had a look at both champions and I can't figure out why it doesn't work.
