After I receive the SOP rewards I will be able to rank either moleman unawakened or awakened hit-monkey to r3. Which should I rank.

He is an amazing evade counter,is insane even against bleed immune opponents, the primal rage disorient could have been made better but its a nice to have ability
He is one of those champs whose kit is designed around his playstyle as u can keep urself in assassin and play a ML dashback ML roatation with a safety net of a 60% evade chance if the opponent decides to intercept u.

Guess what, this doesn't apply when frenzy is activated at 9 or less monster mass.
It's an AND statement, so both must apply at the same time to be met. True Accuracy stays active as long as frenzy starts at 9 or less monster mass. Once frenzy is active (and activated while below 10 monster mass), the criteria that turn it off can no longer be met until all frenzy is back to 0.
Then it could kick in if you fail to activate frenzy at 10 or more monster mass.
4. If you looked at the link I showed above, it shows they already applied a fix to his ability, so still working as intended.
True accuracy has two criterias to be present. One of them is frenzy not being active and the other is having less than 10 monster mass. Triggering frenzy below 10 monster mass fulfills one of the criterias - having less than 10 monster mass but not the other - frenzy not being active. Like you said both must apply for the conditions to be met but both conditions aren't being met hence true accuracy should not be present.
If you were right going above 10 monster mass when frenzy is not active should mean that Moleman is able to keep his true accuracy since one of the criteria that can turn it off is not being met. This is not the case in game currently so its definitely bugged.
The fix was not to this ability. It was how Overseer could still autoblock when true accuracy was up. That bug was not exclusive to Moleman either.
