Classic Cap? Pffffff. What about a WWII Cap buff?

Had this concept for a while. With the @ThatGuyYouSaw235 post about Classic Cap, figured I’d show my WWII boy some love.
Captain America (WWII)
All stats based on a Rank 5, Level 65 Champion
Health: 32922
Attack: 2605
PI [Max Signature]: Whatever it is now idk
Passive:
Captain America (WWII) can block all unblockable attacks.
Attacks hitting into Captain America (WWII)’s block have -95% damage reduction. Additionally, all hits into his block have a 50% chance to be Perfect Blocks.
Well-Timed Blocks inflict a Stun Debuff lasting 1 second if contact is made by a basic attack.
If Captain America (WWII) has the Parry Mastery, this Stun Debuff is disabled and instead a successful Parry also places a Petrify Debuff lasting for 8 seconds on the defender, reducing Regeneration and Power Gain Rate by 30%. Max stacks 6. All Well-Timed Blocks are also Perfect Blocks.
Cap can do this all day, and is immune to Fatigue, Weakness, and Exhaustion effects. He also takes -90% damage from Poison effects. Additionally, his healing cannot be modified in any way.
Medium Attacks:
Cap’s medium attacks gain +50% attack rating. If the opponent is suffering from a Petrify Debuff, medium attacks have +15% Combat Power Rate.
Light Attacks:
Light attacks have a 45% chance to inflict the opponent with a Fatigue Debuff, lowering their Crit Rating by 334.19 for 10 seconds. This chance is increased by 25% while the opponent is stunned.
On Opponent Knockdown:
Knocking down an opponent gives Captain America (WWII) a Fury Buff increasing Attack by 25% for 15 seconds. Knocking down the opponent while this Fury Buff is active refreshes the Fury.
Special 1: Shield Bash - Cap puts his weight behind a hefty shield bash.
-100% chance to Stun for 5 seconds.
-Inflict a Concussion Debuff, reducing the opponent's Ability Accuracy by 55% for 10 seconds.
Special 2: Shield Toss - A staple of the Cap repertoire, his shield strikes true and through.
100% chance to inflict Bleed, dealing 6517.8 Bleed Damage over 4 seconds. Duration is increased by 1 second for each non damaging debuff on the opponent.
Special 3: American Justice - An up-close and personal view of Cap's shield. Don't blink, or you'll miss it.
- Regenerate 15% health over 8 seconds. This can only trigger twice per fight.
- Inflict a passive Heal Block on the opponent for 20 seconds.
- Gives Captain America (WWII) a Cruelty Buff for 30 seconds, increasing Crit Damage by 236.49
Signature Ability - American Hero
All Petrify, and Fatigue debuffs have a 30-70% chance to become permanent instead of expiring. This cannot be affected by Ability Accuracy Reduction.
Synergies:
The 107th - Unique Synergy
-Captain America (WWII): Fury Buffs can now stack up to 5.
-Winter Soldier: 100% chance to inflict Bleed on all special attacks.
Old Dogs - Unique Synergy
-Captain America (WWII): When a Debuff is purified, inflict a blast of 534.67 Energy Damage.
-Wolverine: Each Bleed on the opponent reduces their ability accuracy by 5%. This is increased to 15% if the Bleed is Critical.
Once a Stark - Unique Synergy
-Captain America (WWII): Petrify Debuffs have no stack limit.
-Iron Man: Expiring Armor Breaks have a 30% chance to become permanent.
Friends - With Guillotine
All Champions gain +130 Armor Rating
Synergy Changes:
Shield Buddies, with Overseer: Intercepting the opponent gives Captain America (WWII) a non-stacking Passive Precision Buff, granting +250 critical rating for 7 seconds.
Eternal Adversaries, with Red Skull: 45% chance to, upon inflicting a Fatigue Debuff, inflict another Fatigue Debuff.
Hope you all enjoyed my WWII buff concept! Tried to include both utility and some damage, think it turned out pretty well.

Quite honestly, I'll take any decent buff for any of the og mcu champs.
Why does he take 90% less damage from Poison? That part doesn’t really make sense to me
Having such a powerful stun on a special 1 could see stun locks being done without sweat.
Not sure if the concussion can stack too or now but either way I'd put the concussion strength to about 40~45%
Cap can do this all day, and each hit on the combo meter increases his Critical Damage Rating by 50. Max hits: 100. Additionally, every 10 hits on the combo meter allow Cap to shrug off debuffs 10% faster. Every debuff shrugged off this way gives him a Fury buff increasing Attack rating by 1500 for 6 seconds. Max stacks 5.
This would make him a monster.
This might also make him suicide friendly in game
Parry projectile attacks or reflect damage from blocked projectile attacks back on to the opponent.
That would be fun, and niche.
