Rise Against the Contest Synergy not applying

I was reviewing footage of BGs 7.2 Legends Run and found that the Rise Against the Contest synergy that Magneto (House of X) has is not applying the additional potency to his Atonement synergy.

At 2:37:15 he is fighting Ronan using Havok and using the high number of energy damage effects to cause plasma detonations in rapid succession. Each of these is doing 7484 damage instead of the 7542 expected.
At 0:07:42 we can see his mastery setup, the relevant parts being 1 point in Strength, 1 in Greater Strength, 1 in Glass Cannon, 3 in Liquid Courage, 3 in Double Edge.
At 2:24:26 we see he has a 30% champion boost and a 15% attack boost active.
This means he has attack increased by 64% from masteries, 45% from boosts, 10% from Atonement plus Rise Against the Contest and an additional 706 from Act 7 node plus the Strength mastery.
This gives r1 6* Havok a total of 4,571 attack and with each detonation doing 15% of modified attack for each of the 11 charges, we have 165% of modified attack as damage every detonation. This should be 7,542 damage.
When calculating the same but using the 8% figure for Atonement we get 7484 which is exactly what is shown in the video. This means Rise Against the Contest is not applying the attack increase, and presumably also won't be applying the increase to ability accuracy although that part is near impossible to prove.
