Broken interaction: Ghost and Professor X

Professor X has the ability to ignore evades and bypass Miss with 25+ charges. It is specified that it does not work against tech champions.

However now, Prof can hit Ghost in phase even with 0 charges, it occurs everywhere - arena, quests, duels.
Is it one more silent Ghost nerf or something bugged?

    Prof X has psychic attacks
    Ghost can't phase psychic attacks.

    I am sure that I was able to successfully fight against Prof when monthly quest with him was released...
