Ultron evade fails against map 6 Apoc Boss!

My fighting with my rank 5 Ultron against Apoc and managed to get into the evade phase for his sp1 beams, evade failed popped on the screen. Now I know Apoc can reduce evade ability, but I was the first to fight and Apoc only had 10% evade charges, but that shouldn’t matter considering that Ultron is immune to ability accuracy reduction. Or does Apoc bypass that?
