Off season Alliance War rating

I was under the impression that alliance war ratings were fixed during off season, but have checked and my current alliance have been increasing their score. Just want to know if its working as intended (then will try and push up a tier) or a bug (then we can just try new things and not take it seriously)

    The one I am in now is tier 7. If that is the reason, was there an announcement I missed?

    It's always been Tiers 1 - 5 that were locked during off-season.*
    The announcement was in the original announcement when they talked about locking tiers during the off-season.
