Notification when server is back up after a maintenance

I understand it is "impossible" to notify the use when an emergency maintenance is going to happen. However, can you implement a notification whenever the server is back up, whether it's after an emergency maintenance or scheduled maintenance? Just like the notification we get when there is a new offer?
