Act 7.3 Ultron still able to activate abilities while armor shattered?!?!

I'm fighting the Ultron boss in Act 7.3.1 with Medusa and while I have armor shatter on he is still evading, popping armor buffs and activating other abilities. According to Medusa's abilities she shuts down robots abilities "100%" while they are armor shattered so why is he still able to evade and activate his abilities?!?! I have wasted numerous revives because of this and I have noticed that this bug is not limited to just Act 7 but other Ultron fights in the game such as incursion, AQ and AW. Please fix this!!!
